ENCLOSURE IN TOKYO JESPATCH 10:414 OF JUNE: "3 25th1918 437
Memoranium by Ir Crowe..
HONG KONG RUGGISTERED COMPANIES..
Ithink the proposal put forward by His Excellency the Governor of Hongkong is very reasonable because unquestion-ably many concerns register in that Colony so as to avoid heavy taxation elsewhere even though
they have no business in Hongkong. This may be peris
-sable for British Subjecta, but when applied to
firms consisting of foreigners only it is unfair.
I knowof the three following cases and there may be m
many more..
a. TheFrench Ambassador in Tokyo formed(or tried.
to form) a company in Hone Kong sous to hold
property in Morocco which he could give as part of her
dowry to his daughter on her marriage.
b. The Bitch Consul in Moscow ( truding Consul) is
at this moment trying to register a Company in Hong K
Kong which will carry on his Dutch business in Russia
He has never been to Hong Kong as far as I know and
does not intend to go there. Theard about this case i
because the gutch Consul in Yokohamu asked me to recom
-mend a lawyer who could arrange it..
-
❤. Witkowski and Company afira which is at present
registered injapan as ajapanese company is owned by a
French Jew called Blum in New York, an American Jew of
French origin called Lee Mayer in Yokohama and an Engli
Jew called Lazarus in Kobe. They do no business in Hong
Kong but as they find some difficulty in explaining w
what the nationality of thier firm is they propose to
become a British Company by registering at Hong Kong.
